This year’s Fall MACA Conference will address investigative report writing, creation of ordinances, crime scene forensics, animal rescue training, mediation and the incident command system. Sessions: · Investigations and Report Writing for Animal Care and Control Issues Ron McConnell: Paralegal, Minneapolis Police Department. Ron has a combination of 39 years legal and law enforcement experience. He was a volunteer investigator for the Minnesota State Humane Society and a law enforcement officer with experience in traffic, general patrol and investigations with city, county and railroad agencies. As a paralegal he worked in Civil Law from 1990 until 2005 when he began with the City of Minneapolis. Ron has extensive litigation experience in several areas of insurance defense, as a civil investigator in cases involving clergy sexual abuse and traffic accident reconstruction. He is currently assigned as a paralegal to the 4th Precinct of the Minneapolis Police Department where his duties include providing legal and investigative support to Minneapolis Animal Care and Control. · Creation of city ordinances Dan Nizolek: City of Minneapolis. (Sorry, bio not available at this time.) · Crime Scene Forensics and Evidence Collection Lindsey Garfield: Crime Scene Coordinator, Minnesota BCA. Lindsey has served as a Forensic Scientist since 1997 and with the BCA since 1999. She has received a variety of training including toxicology, prints, shooting reconstruction, mass fatality investigation and fire scenes. She has also served as an instructor at universities, conferences and hospitals. · Basic Animal Rescue Training (BART) Janet Olson: Doctor of Veterinary Medicine, Basic Animal Rescue Training. Basic Animal Rescue Training (BART) is a non-profit organization, veterinary community outreach program which has trained and equipped over 3,000 firefighters and first responders in Minnesota so they are prepared to respond safely and effectively to animals on-the-scene of emergencies and disasters. Dr. Olson has been awarded the prestigious Minnesota Veterinary Medical Association's Veterinary Service Award in recognition of her leadership, dedication and hard work establishing the BART. Registrants will receive hands-on training in small animal first aid and rescue techniques. · Mediation Karmit Bulman: Executive Director, Conflict Resolution Center. Karmit is an attorney, qualified neutral under Rule 114, and has been the director of non-profit organizations for 25 years. She has been a volunteer mediator since 2005. Karmit was a managing attorney for the Minnesota Legal Services Coalition and served as executive director for the Minnesota Coalition for Battered Women, Avenues for Homeless Youth and Temple Israel. James Watchke is an attorney, qualified neutral under Rule 114, and has recently completed his master's degree in public administration. James has a background in accounting and finance and has much experience in civil mediation, both in the community and in the court system. James is a Hearing Officer with the Saint Paul Public Housing Authority, and volunteers as a mediator with the Minneapolis Department of Civil Rights, in addition to volunteering as a Housing Law attorney with the Volunteer Lawyers Network. · Incident Command System/Animal Disaster Exercise for ACO’s Karma Kumlin-Diers: Ramsey County Emergency Management Coordinator. Karma Kumlin-Diers has been working or volunteering in Emergency Management for 8 years and achieved State and federal certification as an Emergency Manager in 2005. She is an Emergency Management Coordinator with Ramsey County Emergency Management and Homeland Security. In addition to her role in the county, she serves as the Sheltering, Shelter-in-Place and Special Populations planner for the Metro Region Homeland Security and Emergency Management Joint Powers Agreement Committee. Her duties to the metro JPA include assisting its 10 counties and 2 cities of the first class with developing jurisdictional and regional plans to provide PETS Act compliant companion animal sheltering in a disaster. She wrote and facilitated the Animal Services portions (ESF 17) of the Emergency Operations Plans for the City of St. Paul and Ramsey County. Karma is a member of the MN Animal Disaster Coalition as a representative of Ramsey County and county level emergency management. Before transferring to Emergency Management studies, Karma majored in Pre-Veterinary Medicine and Wildlife Biology. Karma has worked as a large and small animal veterinary assistant and volunteered in wildlife rehabilitation and companion animal shelters. In her spare time Karma is a wildlife artist and photographer; with photographs recently published in the 8th edition of “Africa’s Top Wildlife Countries”. Sheryl Hogg: Pleading Paws Rescue, MNADC, EARS. Sheryl has been active in working with animal issues on a volunteer basis for many years. She served as an owner liaison for two major sheltering groups for eight months following Katrina, volunteered with the Emergency Animal Rescue Service for animal sheltering operations following the Cedar Rapids, Iowa flood, and helped to coordinate resources for animal issues for the Hugo Tornado and Red River flood in Fargo-Moorhead. Her professional background is in securities analysis and management consulting and she currently runs her own business as a translator of Japanese business and financial documents into English. Sheryl is a Chartered Financial Analyst and holds B.A. degrees in Japanese and Linguistics, and an M.A. in Linguistics. Her particular interest in animals is in felines, particularly feral cats. She has volunteered on the Animal Ark Shelter mobile surgery unit at TNR events for several years and is currently enrolled in the veterinary technology program at Purdue University. Sheryl is a board member for Pleading Paws Pet Rescue in the Twin Cities and Secretary of the Minnesota Animal Disaster Coalition. Charlie O’Brien: Richfield Public Safety, MNADC, MNVOAD, MACA. Charlie is the Code Compliance Officer for the City of Richfield, a Minnesota Certified Emergency Manager, and Executive Chair of the Minnesota Animal Disaster Coalition, a board member of Minnesota Voluntary Organizations Active in Disasters and a board member of the Minnesota Animal Control Association. Charlie has worked in animal control since 1987 and in Emergency Management since 1990. Charlie has represented MNADC as a subject matter expert panelist on animal issues in disasters at a FEMA/CERT supplemental training material planning session. Co-authored and co-presented a session at the 2009 International Association of Emergency Management National Conference on Community Preparedness, “MNADC, a coalition of volunteers and professionals serving a special community population; How we began, how we grew, those who helped and lessons learned!” Charlie, along with other MNADC founders, received the MN HSEM Governors Award for Excellence in 2004 for animal emergency planning efforts. Charlie has assisted with disaster operations in the Red River Valley, Fargo ND, Rosemount MN, and during the 2009 RNC in Minneapolis/St. Paul. Tom Mahan: Crystal and New Hope MN PD, MNADC, MACA. Tom Mahan is the Animal Control Office for the Cities of Crystal and New Hope Minnesota. Tom is; a board member of MACA, Treasurer of the MNADC, a representative to the North Metro Emergency Managers group, a tri-athlete, an avid outdoorsman and birder. Tom has a Masters Degree in wildlife and animal related science studies. Tom was deployed to assist with animal issues post Katrina and participated in door to door animal search and rescue. Tom also has participated in coordination and response efforts to flooding in the Red River Valley, and Fargo/Moorhead. · Registration: Registration includes continental breakfast, lunch and afternoon snack each day.
