This year’s Spring MACA Conference will address animal diseases, urban wildlife,
animal handling, dangerous dog legislation, gangs and emergency animal sheltering.


Sessions:

· Zoonotic Diseases

Dr. Joni Scheftel, Epidemiologist, Minnesota Dept of Health and State Public Health Veterinarian.
Zoonotic diseases continue to be of significant concern for Animal Control agencies. Dr. Scheftel
will provide a review of current knowledge of zoonotic issues, epidemiology, prevention and
procedures.

· Urban Wildlife Issues

Dr. John Hadidian, Director Urban Wildlife Programs, Humane Society of the United States
Prior to coming to The HSUS Dr. Hadidian served as the Regional Wildlife Biologist for the
National Park Service’s Center for Urban Ecology in Washington, DC. There he conducted field
research on raccoon, deer, and squirrels in urban parks, as well as research on wildlife habitat
relationships and human-wildlife conflict issues in urbanizing environments. John has served on
the U.S. Department of State's Man and the Biosphere Program as a member of the Human
Dominated Systems Directorate, Associate Editor for the journal Urban Ecosystems, Chair of the
Wildlife Society’s Urban Wildlife Working Group, and member of the U. S. Department of
Agriculture’s National Wildlife Service’s Advisory Committee. He is the principal author of the book
Wild Neighbors: the Humane Approach to Living with Wildlife. He is currently an adjunct instructor
in the Natural Resource’s Program at Virginia Tech’s Northern Virginia campus.

· Panel discussion on dangerous dog issues and animal handling

Dan Nizolek: Manager, City of Minneapolis Animal Care and Control.
Dan is the Manager of Minneapolis Animal Care and Control (MACC) for the past two years. Prior
to MACC, Dan worked two years in three divisions (Business Licensing, Problem Properties, and
Development Review) within Minneapolis Regulatory Services. Dan also; served four years as a
Council Member on the Minneapolis City Council, and prior to that worked eight years as a Crime
Prevention Specialist on the Minneapolis Police Department.

Bill Forbes, Animal Control Officer, Bloomington Animal Control
Bill has been an animal control officer for the city of Bloomington since 1981, and has been
involved in MACA since 1982.

Bill Stephenson, Supervisor, St Paul Animal Control
Bill has been an Animal Control Officer with St. Paul Animal Control for 23 years (and only bitten
with injuries 4 times!), 15 of those years as Supervisor. He has also served on the MACA
Executive Committee for 15 years, was involved with the Minnesota Animal Disaster Coalition and
continues to serve on legislative committees regarding issues of dangerous and potentially
dangerous dogs, animal fighting and animal cruelty.

· Gang related issues

Tim Noll, Police Officer, Lino Lakes Police Department
Tim has been a police officer for four years and has served on the Metro Gang Strike Force from
2007 to 2009. While on the Gang strike Force he received extensive training on narcotics and
gangs, learned from the DEA how to build federal narcotic and RICO cases on organized crime
groups and investigated, documented and focused on Minnesota and Wisconsin gang members.
One of the Gang Strike Force missions is to educate law enforcement and non-law enforcement
members on gangs and gang trends in the Metro area. Tim has trained school teachers and staff
and Police Officers on how to identify and properly document possible gang members.

· Civilian Emergency Response & Shelter In Place

Sheryl Hogg: Pleading Paws Rescue, MNADC, EARS.
Sheryl has been active in working with animal issues on a volunteer basis for many years. She
served as an owner liaison for two major sheltering groups for eight months following Katrina,
volunteered with the Emergency Animal Rescue Service for animal sheltering operations following
the Cedar Rapids, Iowa flood, and helped to coordinate resources for animal issues for the Hugo
Tornado and Red River flood in Fargo-Moorhead. Her professional background is in securities
analysis and management consulting and she currently runs her own business as a translator of
Japanese business and financial documents into English. Sheryl is a Chartered Financial Analyst
and holds B.A. degrees in Japanese and Linguistics, and an M.A. in Linguistics. Her particular
interest in animals is in felines, particularly feral cats. She has volunteered on the Animal Ark
Shelter mobile surgery unit at TNR events for several years and is currently enrolled in the
veterinary technology program at Purdue University. Sheryl is a board member for Pleading Paws
Pet Rescue in the Twin Cities and Secretary of the Minnesota Animal Disaster Coalition.

Charlie O’Brien: Richfield Public Safety, MNADC, MNVOAD, MACA.
Charlie is the Code Compliance Officer for the City of Richfield, a Minnesota Certified Emergency
Manager, and Executive Chair of the Minnesota Animal Disaster Coalition, a board member of
Minnesota Voluntary Organizations Active in Disasters and a board member of MACA. Charlie
has worked in animal control since 1987 and in Emergency Management since 1990. He has
represented MNADC as a subject matter expert panelist on animal issues in disasters at a
FEMA/CERT supplemental training material planning session. Co-authored and co-presented a
session at the 2009 International Association of Emergency Management National Conference on
Community Preparedness, Charlie has assisted with disaster operations in the Red River Valley,
Fargo ND, Rosemount MN, and during the 2009 RNC in Minneapolis/St. Paul.
